Excellent analysis of the implications and directions that we should be taking with regards to the use of assigned spectrum. Thanks for your thoughts. The use of fractal-antennas (in cell-phones), and software-based radios, should be the indicators that we can design new RF systems that can adapt to multiple frequency sets on both transmission and receiving devices.

Former FCC economist Tom Hazlett noted in a recent podcast (http://www.econtalk.org/archives/2008/11/hazlett_on_tele.html) that the white spaces crowd shouldn't be going after the spaces in the TV frequencies but after the TV frequencies themselves, as 90+% of them are unused, as you allude to. Wonder what you think about that? Also, you might want to leave a comment at that podcast about his crazy assertion that the best path forward for broadband is to let the ISPs maintain full control of the last mile. Presumably, he wouldn't mind if the only way to competition is to have everybody stringing their own lines like they do in Romania.
